The National Weather Service in Blacksburg issued a flash flood warning on July 28 for parts of Alleghany and Ashe counties in North Carolina and Carroll and Grayson counties in Virginia. The warning was in effect from 12:18 p.m. until 6:30 p.m. EDT.
