The National Oceanic and Atmospheric Administration is forecasting an El Nino weather pattern this winter that some experts say could create hazardous driving conditions in Boone. El Nino, which occurs every two to seven years and involves warming in the eastern Pacific Ocean's surface temperature, is expected to bring winter storms to the area.
