Five years after Tropical Storm Fred killed six people in Haywood County, that county built a flood-warning siren system to give residents a fighting chance. Ashe County just accepted a grant to build one here. We live in the mountains, the storms are getting meaner, and the gap between a siren and a body count is not abstract.
